Next steps in Basingstoke West masterplan process and first areas for investment
Following two years of listening to local residents, Sovereign Hill Partnership (SHP), a partnership between SNG and housebuilder Hill, has set out the next steps for the regeneration of Buckskin and South Ham.
Through a series of local events to be held in February, SHP will explain:
- Its approach to working with residents as it seeks to develop and submit a masterplan during 2027
- Initial priority areas for early investment
- Areas that will see only a limited change throughout the phased regeneration process, comprising approximately 1,500 homes
The Park View Primary School end of Pinkerton Road, where we own a large proportion of homes, has been identified as a priority area for potential redevelopment. Two further areas have also been identified as potential small pilots for the refurbishment of a few existing homes and bungalows owned by SNG. They are on Cotswold Close, off Chiltern Way and the other is on Winchester Road near the former Camrose stadium.
In line with SHP’s commitment that residents in the initial priority areas receive updates first, those households have been contacted directly ahead of the public events, which start today - Tuesday 3 February, 4pm to 7pm at the Ridgeway Community Centre in Buckskin.
SHP’s investment in the future of Buckskin and South Ham follows Basingstoke and Deane Borough Council’s identification of the area in its Local Plan as a priority area for housing delivery and regeneration in Basingstoke. Since starting conversations with the local community in 2023, SHP has engaged with more than 1,400 residents at 33 events, received more than 1,800 survey responses, and held more than 1,200 door-knocking conversations.
Priority area for potential redevelopment
SHP will be engaging with residents on how investment in housing quality and public spaces could benefit the area, and what potential redevelopment may look like.
SHP will undertake a co-design process to develop proposals alongside residents, providing those living in the area with personalised support and clear information including timetabling of events, key milestones, decision-making, consultation and engagement opportunities.
Priority areas for refurbishment
A small number of homes that we own which can be meaningfully improved with investment have been identified as pilots for refurbishment. This may include kitchen and bathroom replacements; insulation upgrades; improvements to local green areas; or retrofit works such as fitting solar panels and batteries.
This work is currently at an early stage. As plans develop over 2026, residents living in the pilot refurbishment areas will receive information on next steps, and support will be provided.
Limited change
In the areas identified for limited change, which equates to about a third of the homes in Buckskin and South Ham, SHP has been able to confirm there are no plans to redevelop any homes that are currently occupied. Some investment may happen including refurbishment of properties SNG owns, new infill housing, and upgrades to local infrastructure including play parks, roads, pathways or lighting.
Next steps
SHP will continue exploring options for the future of Buckskin and South Ham while a masterplan is developed alongside residents throughout 2026 and into 2027, with a view to submitting a masterplan proposal to BDBC next year. No decisions have yet been taken on the masterplan except for the priority areas and areas of limited change.
To support SHP’s commitment to listening to residents, consulting with them, and co‑designing proposals together, SHP is establishing a new resident‑led group in partnership with the independent organisation Newman Francis.
As the masterplan develops, we will continue to support residents, provide regular maintenance, and invest in homes and neighbourhoods. To discuss this update and hear from residents, SHP is hosting a series of community events throughout February.
